We work closely with our cluster partners and the Government Property Agency, encouraging healthy collaboration and driving a professional service delivery approach. We continue to deliver new ways of working across the estates cluster – leading on the scale and pace of activity for central government – proposing ways to achieve, and then providing, more dynamic and flexible work space, while driving down the cost of the estate. ****Team Overview**** The Technical Services team is responsible for technical standards, BIM, information management, CAD, digital construction and modern methods of construction. Our standards ensure that all new build and refurbishment construction projects conform with Health, Safety, Security and Legislative requirements that are not mandated elsewhere or where our specific build type has a different requirement. We liaise closely with the business to ensure our standards are appropriate and up\-to\-date. We are also responsible for the successful implementation of digital construction including Building Information Modelling (BIM) which is critical as part of the Cabinet Office’s implementation of Government Construction Strategy. As a pathfinder organisation, the development of digital construction capability, including our Digital Twin pilot programme, is highly visible at Cabinet Office level and informs the digital construction and BIM strategy of other Government and non\-government organisations. This role sits within the Technical Standards division of the team. ****Job Description, Duties And Responsibilities**** The Technical Change Manager takes the lead in developing, shaping and contributing to the strategic direction and associated change in the way our standards, specifications and design guides are produced. The role will need to look at a range of subjects: sustainability, standardisation and further digitalisation of our design information: * Co\-ordinate and project manage cross discipline projects to develop new design guides and specifications, ensuring that subject matter experts are aligned in their approach; * Being the lead liaison between the Technical Standards Team, the Climate Change and Sustainability Unit, Project Delivery and Property Services teams, ensuring their policies and requirements are reflected in our standards where appropriate; * Liaise with the BIM, digital and other specific teams to create standards and guidance that are aligned with digital strategy; * Develop guidance and templates for producing new technical standards to ensure that the approach is aligned across the team; * Lead on business improvement initiatives, taking an innovative approach to solve a range of problems across the team; * Lead on the continued digitalisation of our standards, ensuring that the approach aligns with broader strategies including the Information Management Strategy, Digital Strategy, MMC strategy and other team and organisational priorities; * Arrange and set communication plans to ensure stakeholders are consulted on changes being proposed to our standards and that users are aware of changes and how they apply to them; * Identify trends and future needs for standards, creating a plan to establish or amend as required and managing the process to completion; * Ensure a consistent and validated approached to, and application of, sustainability related aspects of technical standards across the portfolio; * Attend and represent the Team and/or MoJ Property at other internal and external boards and groups as necessary; * Deliver projects to maintain and develop the technical standards library, aiming at continuous improvement in construction standards; * Contribute to the updating and writing of Technical Specifications and Design Guidance in your subject areas, drawing on the expertise of other Team members as necessary; * Act as main owner of the Property Design Hub – the digital platform for hosting the technical standards – leading on its promotion, and working closely with the digital team to drive its continued development; * Lead on procurement of software and suppliers that support the development of our standards. * You should have the ability to use evidence to make decisions * Be comfortable presenting in front of an audience **Expectations Of Post Holder In Executing The Role:** * Post Holders are expected to display a commitment to Continuous Improvement, leading change, and improving performance.
